As the Bishop has admitted the abuse, the CPS sees no reason to take this further, citing it being not in the public interest, though the cynical might say this case going to trial would likely cause the CPS and co some distress. At least one of the bishops victims committed suicide just as the Police began their investigation.

So the church had evidence (including Carey) and covered it up.
Lots of pensions and jobs on the line, so I think we might see more attempts at using a not in the public interest excuses for not prosecuting. Janner only ended up facing court due to public pressure. Given the events of the last few days, it's probably been a good time to bury bad news like this. Pretty much. You only have to look at the number of times Cyril Smith could have been prosecuted but wasn't to see a theme developing in terms of how things have been covered up. I have no doubts that more cover ups have taken place in recent times as well.
I wager the inquiry will uncover a shocking amount of cautions accepted by MPs for sexually abusing children. We already know of two Tories who accepted cautions, including Thatcher's closest aide, of whose activities she was well aware of, Peter Morrison.
