well i wouldnt think it a good idea to have a type of traffic travelling at a different speed based on the driver. its what causes alot of accidents in this country (same vehicle types travelling well below/well over the appropriate speed for the road)

Agreed. Drivers need to keep with the speed of the other traffic. Those that don't are driving recklessly.

I regularly see caravans and trailers being pulled along the M5 at speeds of 80-90mph. The speed limit for them on motorways is only 60mph.

Oh hell yeah, when I raced bikes I used to tow my caravan behind the rental vans we used.
We basically went as fast as the rental van would go.
Regularly 80-90mph.

In which case, people will understand why you're doing 45mph.
Over here, we've no idea why people are driving slowly, so it's no wonder we just assume they're idiots.
