The UN have had years to do something. Even at the year since the last US cruise missile attack there have been around a dozen suspected chemical weapon attacks, and the UN have just sat back and watched.

Historically, the UN are very good at claiming they are about to start once some nations have lost their patience.
OPCW have been investigating in Syria since 2014, but fact is they are not being effective, they are not finding and reporting stuff to shut it down quickly enough. Last April, 12 days after the US acted they admitted that they had found Sarin. They are just not fast, not forceful enough and too forgiving. Once chemical weapons have been found, as they have numerous times in Syria, they should shut the country down, not wag their finger saying “don’t do that again”.
