As others have said, the Russians have simply vetoed the UN requests to send in Chemical Weapons teams. There is where the failing is, where more decisive action is required.
If the UN were able to drop in at short notice and get open unhindered access they would find chemical weapon facitities. They would also find that it is beyond Syrian capabilities, that it is Russian technology supported by Russian technicians.
So basically, the UN are saying “mr Syria, we would like to come in and look whether you are being aided by Russia to develop, implement and deploy chemical weapons” at the same time saying “mr Russia, under UN rules you can veto the request should you feel that there is anything that you don’t want us to discover about your involvement”.
As always the UN are toothless and slow. They should have considered the request and dimissed Russia’s objections as they are an interested party or at least gone with a major majority decision. They should have then moved very quickly and decisively before anything could be covered up. I sometimes think that it suits the UN very niceely to be impeded - means they can talk the talk without the risk of ever having to do anything.
You have to bear in mind that governments have a lot more information than the public credit. The media and public talk about THE alledged chemical attack, in fact there have been a dozen since the US last took action. This isn’t the knee-jerk recation that it is being made out to be.
It is the UN that has repeatedly failed and the US have eventually had enough.
Not sure what the liberals want. Personnally, I Would like to see us not get involved at all, pull out completely, let themselves tear themselves to bits, seal our borders and let the UN try to sort it out.
