I know - I think I said that Scuds were difficult enough to shoot down, but that cruise missiles were even harder.
Basically, a cruise missle is relatively small so only has a small RADAR cross section. They fly hugging the earth so are hidden by the curavture of the earth so are hidden until 10 miles or less. And even then they are flying low and fast amongst loads the ground clutter noise that the RADAR picks up.
Personnel on the ground might see one fly past but won’t have time to react. Usually the first the target knows about it is when it hits and explodes.
