To make it a relevant statistic. You needed that explaining? Otherwise it's like comparing tiger attacks in India to tiger attacks in the UK.

If you take the entire population of England and Wales in your statistics then you are including babies. Let's assume they aren't likely to abuse. So their inclusion skews the ratio. Would you agree?

So if we are comparing stats against stats shouldn't we be comparing relevant information?
