Yes, as Tech says.
Just to add you should have two from the psu, according to the specs of your psu they are 6 2 which means you just need to clip them together to form the eight pin and then insert into the card.

There should be two so is the other easier to get to or is it on the same bundle.If you can cut the top zip tie it might give you a bit more to play with

As Chuck has said just cut the ties, they are only there to tidy up the bunches as they break out of the PSU.

Alternatively, does the other side of the case come off, it looks like it does from the photos?
They must have got them in there somehow and I doubt they were zipped tie in situ as per the photo.So you should be either able to pull them out through the hole or take the side off to allow easy access.
