The product page for an item on Amazon gives priority to the cheapest Fulfilled by Amazon supplier that currently has stock. So when Amazon themselves are out of stock it becomes much more likely that another supplier will appear as the default; also sometimes other FBA suppliers undercut Amazon even when they both have stock.
It's worked this way for some years, if not all the time since Fulfilled by Amazon became available AFAIK.
I don't know if there's a way to make an item link for a specific supplier, although flubit wouldn't accept it anyway if they notice the item is out of stock when they verify it. If you have 100 or more flubit "points" these can be used to expedite demands, which might help for hot offers.

Just to confirm, I emailed Speedyhen on the contact email on the invoice and told them of their error and asked them if I should send it back. I got no response from them directly but about a week later Flubit sent me an email explaining that it was an error on their system and I could keep the duplicate as a goodwill gesture.
I did the right thing and told the supplier and they told me I could keep it, so I'm happy with my actions.

as long as it's in stock at the cheaper price when you order it on the page you link to, your price should be registered then and there. I've recently flubit'd Rec Genesis and Jack Reacher when they were dropped to £7 and £8.99 respectively and even though they weren't at that price later that same day, I still got my offers back.

Yes, they usually register the item name and price quickly for major suppliers, although I've still had some demands rejected later as out of stock, even though they were in stock at the time the demand was made. This happened to me for Tron Legacy 3D (not a problem as I successfully re-demanded it the next day) and Not Going Out 1-5 box set on DVD; both sold by Zavvi.

That's odd - maybe the member of staff responding didn't take the time to investigate properly - a friend of mine just told me their overdue demand for the BSG set resulted in an offer of £26-something!
