Basically, a cruise missle is relatively small so only has a small RADAR cross section.They fly hugging the earth so are hidden by the curavture of the earth so are hidden until 10 miles or less.And even then they are flying low and fast amongst loads the ground clutter noise that the RADAR picks up.
Personnel on the ground might see one fly past but won’t have time to react.Usually the first the target knows about it is when it hits and explodes.

You may want to watch the news dude. What part of the use of chemical weapons don’t you understand? That has been internationally agreed a very long time ago. Nothing new here. Vetoed six times by Russia to intervene. Enough is enough isn’t it? These are war crimes and crimes against humanity. The legal basis is humanitarian intervention on a live scale with an immediate intervention where there is no alternative (see vetos).
