Suzuki SV650 would be a good bet as well.
The restriction on one of those probably wouldb't affect performance as badly as a four.
Fours need revs to produce decent torque/power, which the restriction stifles.
A V-twin would produce more low down torque, even restricted.

Naked one is horrible, the faired one is acceptable IMO.
Even better with a belly fairing fitted.
