You mean integrated gpu? I've a ryzen 2700x, so no APU. Everything I've done should be in this thread. It's looking like a clean install. If the problem persists, rma the motherboard, if it's still there after that, I'll have to rma the cpu.

Yes, sad as it might be, it's looking like you need to carry out the clean install as nothing else is remotely pointing towards your issue. Then RMA the MB as Asus have said this should not be happening so at least you seem to have clearance to do that. Can't see it being the CPU but you never know.

Sorry I might have misunderstood what you actually meant by micro stutter.

I had assumed that you meant skipping\dropping frame rate and that stuff was being caused by a PC issue.

Are you actually saying that your menu items are wobbling?  Are you getting this on a localised part of the screen or the whole lot.

What are you using for the monitor is it a TV?  How long is the HDMI lead and how is it connected?  Does it route via an AVR?

Have you tried a conventional monitor?

This stutter happens through out the os. I could only show it by recording it on the right click menu. It's most annoying watching movies and TV. The PC is connected to a denon 2300w avr, then to a 55 inch 4k hdr 10 , Samsung TV. The hdmi leads are 2 meters, 2.0. That set up worked fine with my old pc with windows 8.1 Pro, no stutter or choppy stuttering playback. I don't have a monitor per se, just the TV.

Just to be clear the video I saw I would not describe as stuttering.

If its the movement of the popup menu NOT the video in the background then this I suspect as being an issue with the display not the PC in terms of a particular issue.  

So before we start reinstalling the OS there are some other tests.

Just because something worked fine on Win 8.1 Pro doesn't necessarily mean that it will work as expected now ....

It could be to do with a number of things including the TV and or AVR.

In the first instance I would remove the AVR from the equation to see if it still does it by plugging the PC directly into the TV.  Ensure that the HDMI Input has any picture processing disabled particularly if there is anything doing anything weird like manipulation etc.

Try more than one cable.

I would try and borrow a conventional monitor from a friend.

You can't see it in the video I sent except for in the menu, thats just a by-product of my phone. If you could see it direct, you'd see it in the screen. I removed the avr, still stuttering when just connected to the TV via hdmi from gpu, tried old 1.4 cables, still the same. I could order 2.0b cables, but I dont think it'll make a difference.

There are no such thing as 1.x, 2.x version HDMI cables that is an illegal branding exercise that breaks all the HDMI rules but that is a different story.

Your old PC was that outputting 4K or not?

Did you say the problem persists at 1080P when the PC is set that resolution?

To me if the whole screen is micro shaking for lack of a better word then it's more likely to be interference or picture processing on the TV.

Can you confirm the refresh rate under the advanced properties?  Also, try manually setting it to for example 24Hz to see if you still get the issue.

I can't see that getting another HDMI cable is going to solve the issue. It seems like it is being caused by the PC, either windows or hardware.
