A PC with staggered boot sequence?

I got chatting online to an amazon IT guy (not sure how savvy they are), he said that psu is meant to boot like that, perfectly normal. I'm not overly bothered by it doing this, I'm just trying to eliminate the reasons for the stutter I'm seeing. I remember having a pc with Windows 98, 256mb ram, 10gig hhd and movies played fine!

The Windows 10 is a clone using Samsung magic software, the stutter was happening on the hdd even with a clean install. Never had this with 8.1, I would've stayed with 8.1 only amd don't do drivers for the vega 56.

The motherboard controls the boot not the psu, there is no point building logic into the psu to control the boot sequence, so he has got or explained the wrong end of the stick.

So what we are trying to solve is and correct if wrong.

You built a new PC with a new? hdd.  This clean build is stuttering on various activities.

You have cloned the hdd onto an ssd and the symptoms remain.

Have you kept the original hdd connected in the machine?

I have seen hard drives cause this type of issue.

Yes, in the new build i done a clean install of windows 10 on 3.5 hdd (it had 10 on it, and was stuttering, hence the clean install), I then cloned this to a samsung ssd, and still stuttering, and staggered boot sequence. I removed the old 3.5 hdd after the clone, so its just the ssd. I bought ram from gkill, as the the ram i had originally bought was not on the vendors list, so I had hoped that would solve the stutter, it didnt. This when i began looking at the weird boot sequence, thinking perhaps its the mobo, or PSU. Asus say its not meant to stagger, and suggested clearing the cmos, which i did, and replaced the battery, still the same. So I then tried one mem stick at a time, and thats when i noticed, the power off/on senario, where it'll stagger if the power has been cut from the plug or rocker switch. Since installing the correct vendors list ram, the initial start, is a fart! Like a fraction of a second before it clicks off, then 3 secs later clicks back on at is ok. So im left trying to systematically, determine, if the staggered boot is a faulty psu, is this related to the stutter.

I meant to add that you should try your older power supply as it will handle the load of your PC in normal use.

That way at least you can eliminate the psu.

I'm just after chatting to Asus tech. They suggested updating the bios, that doesn't sort the boot stagger, rma it. They said it sounds like a mobo hardware issue, which could cause the stutter. Pain in the ass!

So, on looking at Asus UK site, I see no means to begin the rma!

Again as both me and prezzy have said we don't think that is an issue when powered off at the wall.

Try the other power supply it is more than adequate to power the pc.  You could do that before you start returning it.

Where did you buy the mb ?

Have you overclocked?
Have you reset bios to optimal settings?
This behavior is typical with an incorrect bios setting or RAM issue.

I haven't overlooked any component. Chuckmountain, don't you think it's strange that Asus tech didn't suggest this is normal? I can try the other psu, and see if there's a staggered boot and micro stutter. I assume you'd bet there will be a staggered boot??!

Overclocked not overlooked.

Ryzen is very fussy with RAM, have you checked its on the approved list for your board from Asus?
