Seems to be missing most of the "good" stuff, although the BIOS may be set to hide a lot of stuff (always, or in whatever "EZ mode" is).
Post Delays is just for you to admire whatever splash screen the BIOS has.

You can't do anything about the 3 second post delay, it's set by Microsoft and it won't go any lower. So this is not causing your problem.

EZ Mode in bios allows you to check basic data on your MB, configuration, CPU temperature, CPU voltage, fan speed etc

That was basically my assumption, but it might have referred to how the overclocking control was done, so I left it a little open.

I'm not doing any overclocking. Before I do another clean install, do yous think I should try the gpu in a different slot? I know it'll be x8 and not x16.

I've attached a zip file of the micro stutter, as best as I can record. Hopefully you'll see its fine for a bit, but the just awry towards the end. Im movies its the same, people move really fast, or landscape pans just jump, move faster briefly. Resolution and hertz are as should be. I tried the gpu in the second slot, same results, changed resolution to 1080, same thing. Im loathe to clean install windows again!!

Sadly all you can really see in your file is the right click of the file with the list recordings. stop, play, pause, exit etc.

Thats the only way I can show the stutter, it should be evident near the end, it should shake, that's not camera shake. If I try on TV it doesn't pick it up.

I saw it. Have you removed the GPU and tried it with just IGPU?
