I think anyone pointing a finger at the Mayor or even the Met in London are slightly out of touch with the complexities of policing IMO, and appear unaware this is not just a London issue.
You mention it's not only a drug issue, but this type of violence is spreading from drug gang violence and has now been common place for other areas of crime.
Take a look at Bristol as it's increasing here also:

Violent crime has rocketed in Bristol and the South West to its highest ever level - with 116 attacks recorded each day.
Avon and Somerset police reported 42,450 cases of violence against a person in 2018 - the highest number since records began in 2007.
Serious crimes involving knives or other sharp objects is also at its highest level since 2011.
Violence against a person assaults recorded in 2018 is up 3% compared to 2017, and has almost doubled compared to 2007.
This figure includes 15 killings.

Knife crime has hit its highest level in nearly a decade, official figures reveal.
Almost 21,500 offences of possessing or making threats with blades or offensive weapons resulted in a conviction or caution in England and Wales last year.
In Greater Manchester there were 1,016 knife crimes - the highest level since 2011 and the third largest figures behind London and the West Midlands.
In Cheshire, police recorded 424 offences - the highest level in more than a decade and almost twice as many as 2014.
According to the latest figures from the Ministry of Justice one in five of the offenders were children, under 18.
