The ill-fated policy is understood to have been overseen by the PM's chief of staff Nick Timothy, and very few ministers were told about it before the manifesto launch.
And according to reports in the Sunday Times the PM's other close aides Fiona Hill and Sir Lynton Crosby were both against the policy.
