Yeah definitely.
I've sent and received PPG loads of times with neither person having to pay fees.

EDIT - if they charge you, you may as well pay with normal paypal as then at least you get some payment cover.

PayPal charge a small fee if sending funds by PPG internationally.I was charged about US $3.50 (item was listed in USD) when I bought a lens from Japan recently using the PPG method for an evilBay item, so I assume this is some type of processing fee for currency conversion and international transfer, though don't quote me on that.

Assuming you make payment via PPG within the UK and use your bank account as the funding source, no fees will be incurred.

If you do the math using the converter, you can work out what the sellers fees would otherwise be (assuming it's a BIN price) for example.So, email the seller, tell them you've done the sums and for example the fees would be £40.00 by standard PP method, you tell them that you'll pay by PPG but split the saved fees 50/50, so you're bother better off by £20.00 as the buyer gets a £20.00 reduction and the seller doesn't have to shell out £20.00 of his profit, so you both win.The seller reduces the BIN price by £20.00 and you buy.The vendor marks the payment as received manually (assuming on evilBay) and of course assuming the seller is willing to do this.Fortunately for me, my vendor was more than happy with the arrangement.
