Fear is an extremely powerful tool that western government's have been using very effectively to keep the baaaaaa'ing masses under control and stops them looking too deeply how incompetent the various leaderships have been.
Cold War ends, turns out it was all PR to get us to accept nuclear weapons and the Russians where just as scared as us and where happy to be our friends. WMDs in Iraq etc etc

Not really the forum for much discussion on this, but I agree absolutely. They only act because we respond the way we do.

Don't always look at incompetent leadership. Look at the motives of the mutually-parasitic, global, news media. One bomb injures two on the other side of the world and the screaming headlines can be read from the Moon. Yet thousands die, every single day on the roads, but it is never even mentioned. If terrorism isso dangerous then why does it take only one incompetent bomber to change the security policies of the entire world? Nobody died or was injured except the deluded chump himself. Did the world change overnight when a drunken driver ran down a child on a pavement? Were cars suddenly required to be fitted with compulsory booze detectors to protect us from them?
Is there a pattern emerging here? GPS in every mobile phone, camera and jogging tracker gives governments direct tracking status of any individual. Hole in the wall and other debit and credit card data can track any citizen anywhere in the world at a particular time. Traffic and security cameras offer live registration plate, speed, direction and face recognition... airport scanners, metal detectors... telephone and internet surveillance and webcams... all to ensure national security? Against whom? My chances of drying at the hands of a terrorist are far less than suffering a road accident or slipping on the ice and cracking my skull!
Hitler and Stalin would have given their right arms for these simple means of public control. Yet the security services are regularly required to fall flat on their faces. Just so yet another reduction in our human rights can be swiftly arranged.
Bin Laden would be the richest man on earth if he was paid up front for all the changes he has allowed governments to introduce just to protect us from him in his cave in the desert mountains. If he was never responsible for another death he would still be the most influential changer of government policy anywhere on the planet. Every politician, general and arms salesman must go down on their knees at bedtime and thank their lucky stars and their bank balances for Bin Laden.
Soon we will all have DNA profiles, biological controls and scans to limit our global access to all services, transport, credit, purchases and places of work and leisure. We are so near to global control of the entire human race that only their incompetence and lack of number crunching power keeps us from becoming pawns or slaves to their greed for power. The next step is to stop using real money. So you will have no way to opt out of being continuously monitored from birth to death. From waking to sleeping. And paying well for the privilege.
After Kyoto and Copenhagen do you still think our "leaders" really care about climate change? Or are really intent on hoodwinking the people into paying slightly more for their economic and organisational incompetence?
Never in history have politicians enjoyed such a low status.Their empty promises in exchange for their tickets on the gravy train are finally seen for what they are. Shifting minor taxes from one place to another to please their own supporters and rich subsidisers. Which medium do they use to ensure re-election to the first class carriage? The mutually-parasitic global media!
Much the same goes for directors and bankers as they are seen for what they really are. Unbelievably incompetent, self-serving gamblers using billions of other people's savings, jobs and lives for their own ends. And always ready to reward their own monumental failures using hard-pressed taxpayer's, bail-out money.
The public is increasingly denied access to the airwaves. As trusted, obscenely well-rewarded celebrities take over all normal and abnormal public roles on our screens. Do you consider this a coincidence? Or are we being groomed for a totalitarian state media where trusted faces will completely ignore the prison camps, constant satellite surveillance and troop movements on the streets? Climate change tax increases? Which planet are you living on? data:image/gif;base64,R0lGODlhAQABAIAAAAAAAP///yH5BAEAAAAALAAAAAABAAEAAAIBRAA7

I agree with your sentiments there Nimby but it's a completely separate issue to the climate change/ CO2 taxation debate. I wonder how the current 'worst winter in 30 years' is being handled by the climatologists. It wasn't forecast and I know that weather prediction is not the same as climate prediction but you can't deny it is part of it.
I would argue that if the continually rising CO2 is to blame for our altering climate then the current conditions should not be capable of happening as it should always be too mild. Perhaps that's too simplistic a view but you could argue that just looking at CO2 in a complex system is too simplistic a view.

A stable, slow moving low over northern Europe pulling cold winds from Russia and Scandinavia disproves AGW?

But the first sentence IS just the weather! The mean temp may rise, but there will still be large fluctuations around that mean - and it looks like we're in one now - and with building work halted, I would do without it!
You'll find the climate scientists take into account just about every possible effect known, so they are not just looking at "CO2 in a complex system" - it's more complex than that!
