If a couple got married in Israel and have a signed certification from the marriage registration office, surely the marriage has to be legally recognised?
I did not understand the full text either, it seemed to contain a lot of superfluous information that was clouding the points.
I think it is similar to the U.K. accepting a wedding under Jewish “law”, just as since 2/8/2018 a wedding under Sharia law is now also recognised. Many Muslim women found themselves in an unmarried situation previously.
But how this recognised internationally may be a different matter all together. Similarly those in now in a civil partnership may find it is not recognised in other countries.

What you have quoted also comes across like its translated from another language and it feels to me like its intention and meaning is lost. Again in English it doesn't make much sense to me.

African Jews who got into Israel have been kept in camps then put on aircraft to Africa being told there would be help to settle.
Instead they got off the aircraft and were left on the tarmac.
Because word get around the community and they are turned into pariahs.
It is far from exclusive to some Jewish communities but I have known a couple of people who have been treated like that.
