Be aware that the ANPR cameras mounted on the gantries, will send your number plate and location to Highways England traffic control centers.Thus, if you go through another camera 90 miles away an hour later, this will be recorded.As I understand it no enforcement is currently being followed through, but everything is in place should it be decided to do so.

The Highways Agency cameras (about 11000 of them) are used to enforce HGV speed limiters and drivers using multiple cards to overrule driving hours rules.
In the old days, an examiner would have needed to find the limiter defeat button or the magnet applied to the tachograph head. Now, they just need to show that the truck has been sighted on multiple cameras at times that show the driver was speeding or in motion when they claimed to be stopped.
This results in large fines, an instant prohibition and a visit to the traffic commissioner for a meeting without tea and biscuits...
The burden of proof is somewhat different, with drivers needing to show they were not speeding, not that the method of detection was accurate. As yet, there's been no successful challenge.
We already pay per mile via the duty on fuel, this would be a double tax.

The MOT station records your mileage for every test, this would make it easy to track vehicle mileage (after 3 years from new).
The amount of information that Tesla currently collects on their customer's cars could facilitate revenue/mile travelled, not sure about other electric vehicle manufacturers.
We are moving in the direction of more data collection and monitoring, maybe to the point where your own car reports you for traffic violations (Korben's car in The Fifth Element).
