The Highways Agency cameras (about 11000 of them) are used to enforce HGV speed limiters and drivers using multiple cards to overrule driving hours rules.
In the old days, an examiner would have needed to find the limiter defeat button or the magnet applied to the tachograph head. Now, they just need to show that the truck has been sighted on multiple cameras at times that show the driver was speeding or in motion when they claimed to be stopped.
This results in large fines, an instant prohibition and a visit to the traffic commissioner for a meeting without tea and biscuits...
The burden of proof is somewhat different, with drivers needing to show they were not speeding, not that the method of detection was accurate. As yet, there's been no successful challenge. |
