Well the point is that the Leave campaign complied with all the rules as laid out by the EC - it was just that the EC misinterpreted their own rules.
As for withdrawing its appeal, it did so because it ran out of money - when fighting Government departments with bottomless pockets that is not hard to do.
The High Court agreed with the Electoral Commission finding in July that Vote Leave had broken the law, but said the watchdog had misinterpreted the rules, in the run-up to the June 2016 referendum, in advice it gave to the Leave campaign.
