Call divert is a network/SIM setting as far as I'm aware, so you should be able to set it up regardless of phone. Most - including mine - default to diverting to voicemail when busy or unavailable but you can set it to divert to whatever number you want. On the S9 you can do it easily in settings but you can also usually do it via your network's website or app. Google will help you find out for your network.
There is a setting that allows you to receive calls from both SIMs even during calls. I'm afraid I have it turned off so can't say how well it works, but I assume it's the same as if any call comes in when you're already speaking - you should be able to switch between them, put one on hold etc.
There's a setting that sets the phone to ask which SIM to use every time you make a call, but I have it turned off.
For most things I have it set up to default to my personal SIM. Wherever it's relevant, there's an option to choose the other one e.g. when making a call There are two green icons so you can call on SIM 1 or 2.
Call logging is fairly limited ie. there's a "recent" tab that shows all your calls. It does show which SIM they/you called on but there's no way to sort it or export it as far as I can tell. There might be an app that can do all that if you need it.
The rest is just like any other phone. In relevant apps like messages (SMS) each message has a little 1 or 2 next to it to show which SIM it came to or was sent from. There's an app called Dual Messenger that allows you to use two separate accounts for Skype and Messenger, but I dont know if thats related to the dual sim.
