It boils down to the choices made about where to cut the Police Forces budget, the performance targets the Police are still chasing (May never got rid of them, they were tweaked) meaning they don't look into crimes the public expect the police to be looking at. You also have to acknowledge that cuts to Mental Health budgets have merely passed the strain onto the Police. Who often have to spend a lot of time keeping the mentally ill alive and safe, while they try and get those people assessed by the NHS. Which is a tough job, given crisis teams have been pretty much reduced to a Monday to Friday, 9-5 service. Which in the end means, Police Officers are unable to investigate crime as people expect.
As for investigating past crimes ? That is a vital function of the Police, though some of the alleged criminals might well be long dead, others who may or may not have been involved in the crime are still likely alive. In the case of CSA ? If we don't get to the bottom of the allegations, then we will fail future generations of children who will suffer abuse, especially by those in positions of power who can play the system to avoid getting caught. |
