Sorry, took it from Bill Maher's show last Friday night, so likely just hyperbole, but it was the stat around the time of the war and immediately after 9/11 because the administration repeatedly suggested false links to build up public support ...

As a nation we are not very good at taking co!!active responsibility, rather happy to be led blindly by so called experts, roll over at the first sign of authority. It's a good gig getting to do these inquiries. It's cathartic process that conveniently frees us from guilt and puts the blame on one man maybe another, that Mr Blair was very naughty, next one please.

I don't deny that PM most likely was involved in hacking but the Milly Dowler one was the most abhorrent  (it pretty much shut down the NOTW) & should not be used casually & incorrectly.
