Surely we would see much more of a  build up of US milatray in Guam and the beginning of mass removal of friendly  diplomatic personal and others from South Korea Japan etc.  If we were near American preemptive strike, not to say flying aircraft from a carrier near North Korea is a serious warning, but still some stages off being war.
