Anyway it distracted people from the cut and thrust of PMQ's so it doesn't really matter if he said it or not, job done as far as May is concerned. I doubt we'll see any improvement in the behaviour of MP's because of it. That requires a culture shift i.e. an end to the old boys club type nature of Parliament as a whole.
