That's certainly the case on dual carriageways.
So many people think they're only allowed to do 60mph instead of 70mph.
But can you imagine the cost, changing all the signs?

When I took my test (the second time!), I got three minors for not driving fast enough, and I was doing around 25 in a 30, and 35ish in a 40 twice. It didn't help that the car was gutless, but nevertheless, he said I was failing to make progress.

I have no problems with trucks doing 40mph on a single carriageway, because as far as I am aware, they are restricted to 40mph on these roads.

But those doing 30/40 in a 60 limit are a nuisance. Especially those 'one speed' drivers already mentioned, who drive through 20 and 30 mph limits at 40 and then stay at 40 when it goes back to national speed limit!

I have taken several of these 'types' to task before.
They sit at 40mph on the 60mph road approaching our village, then keep doing the same speed when it turns into a 30mph zone.
They often stop at the local shops though.
If I see them doing so, I will often have a verbal pop at them.
No swearing, that doesn't work.
Their replies/excuses vary.

without wishing to take the thread in a different direction.... the ones that annoy me the most at the moment are the cyclists ignoring the cycle paths that have been provided at great expense in our area and still cycling in the road, slowing everyone down to a crawl and endangering everyone in the process.

Use the F'ing cycle paths, that's why they are there.
We don't drive on your path, so please don't cycle in our road.

(I love cycling, but always use the path when provided)

What about the cars who are unable to drive past a bicycle without incurring a 20  foot gap and hold up traffic while they wait for the traffic coming the other way to disappear to allow for such an elaborate overtake?

Not only is this annoying, the cyclist feels embarassed for the driver (I cycle, and I share the feeling) who is clearly unable to judge a distance safely.

I always leave a sensible gap between my car and a cyclist, but rarely does this involve crossing the white line to the other side of the road. I know I'm not the only one who's capable of avoiding cyclists, so why do so many people feel the need to leave such absurd gaps?

Granted, if the cyclist looks drunk, you'd give them a wider berth, but seriously ... I do wonder how so many people are still able to drive on the roads without penalty.

Don't start me!
Oh god, you've started me...

Aberdeen council recently opened a £650k cycle lane to/from the airport.
It's almost universally ignored by the cyclists.
It's totally fair of me to assume one or more of three things;

1/ They are too stupid to recognise it's a bike lane, despite the signs.
2/ They have a death wish and like playing Russian Roulette with large vehicles
3/ They enjoy being disruptive twits.

Which is it?

The best excuse I heard was that the cycle paths were 'dirtier' than the roads...

Same here.
for the roads I am thinking of, not only are there very few cyclists in the first place, half of them still seem to prefer to use the roads...

Same people who cannot negotiate a parked car until their is a total break in the oncoming traffic.

With me muttering whilst I wait "you could drive a bus/tank through there"

Equally bad though are the sad muppets in the oncoming traffic who can't pull over a couple of feet to make it easier/safer for traffic going round the parked car, instead plowing on with a look that says "this is my side of the road. Get out of the way". What's all that about? when they too have room enough for a bus or tank....
It's like they have a death wishing, hoping you will try to squeeze past the parked car so when you do collide they can shout "your fault, your fault. You crossed the white line. Got ya!"
