Coincidentally that's Edward Woodward's son Peter as General Charles O'Hara in The Patriot in the avatar of the member who posted that pic of Steve Stephens (lifted from a 4chan thread).
Emlyn Hughes' two children are Emma Lynn and Emlyn. Nigel Lawson and son Dominic named their daughtersNigella and Domenica.
Bolan might have copied Bowie who named his son Zowie (now more well known as film director Duncan Jones).

I'd say it was in a grey area - neither definitively racist nor definitively non-racist.
If you black up you are in very dodgy ground and most sensible and reasonable people understand that - unless it is absolutely clear it has nothing to do with imitating race ie pretending to be a chimney sweep, miner or folk characters related to night spirits for example.
There is some margin for debate when it's dressing up in homage to a super hero type character or those in a similar vein.
But it's still iffy considering the history of both black face and racism in general.
The police have a duty to investigate if a complaint is made, but there is no guarantee anyone will be charged or prosecuted.
Save the outrage for if or when they are charged and prosecuted otherwise it's hardly state oppression in the name of PC.
CONFESSION:
I once spent Halloween in Newcastle City centre dressed as an SS officer repleat in long leather coat, uniform and hat. I changed all the SS and Swastika emblems to DK logos (Dead Kennedys iconic logo) but afterwards and in retrospect, I realise I might have inadvertantly upset any members of the Jewish community with an insensitive choice of fancy dress.
It was not my intent to upset anyone and was meant to be ironic - if you know much about the DeadKennedys music juxtaposed against an SS uniform. A casual observer however wouldn't necessarily see the DK logos nor understand the point if they did.
I would not feel it was 'PC gone mad' if someone did find it offencive and complained with or without police involvement - I would if I ended up in court though.

Who mentioned state oppression? And since when am I only allowed to be outraged if a crime has been committed. That's arse about face surely anyway. I couldn't blame the police for upholding the law, though I would of course reserve the right to criticise the law.
But in this case, I'm confining my criticism to people like Dinah Mulholland, a labour candidate at the last election. She's an absurd PC parody who is doing nothing to further community cohesion and relations.

The rise of PC is all down to white liberals and pinko's. The Guardian reader types.
These tend to live in exclusively white areas, send their kids to exclusively white schools etc.
Their very approach wreaks of colonialism and is rascist by proxy.

'PC gone mad' generally refers to either the state or some other form of authority dictating what you can or can't say or do with regards to what is politically correct or not according to subjective opinions.

PC literally means political correctness. It doesn't necessarily imply from the state or an authority.
Although being picky, I could argue she was the representative for the labour party at the last election.

'PC' does - 'PC gone mad' I would argue definately originates from people complaining about councils, authorities etc enforcing rules or banning things.
