Different trackers use different tech and so whilst some certainly do work abroad (at least in any country with a reasonable mobile network) I wouldnt put my neck out and say that all do.

I can track my Mercedes AMG via my iPhone anywhere. Also operate a number of functions.
However any thief worth their title would know that and bypass it. Anything can be circumvented if you know how.

LR Discovery - 'stolen but could not drive away', not really stolen then is it.
the rest - 'stolen but only with smart key' - meaning what? the thief has the car keys?
the citroen and discovery sport - how did the thief steal them?

If it can be silently rolled down the road to a hitch up system, then that is stolen.

Thanks for the link, so it seems the motion sensing technology is a sure-fire way to prevent the car being stolen.
With the Land Rovers, they had to gain entry via lock picking, and if they have an electronic handbrake it wouldn't disengage unless the smart key is present I assume? So a thief couldn't just roll the car away?

You can lift the rear of a vehicle and it will roll on the front wheels if need be, but is not exactly an in and straight out job.
