No story, no original concept, just some non actors trying their best to do what they think is disturbing and creepy and failing laughably. The special effects consist of a one of those toy store spring loaded fake knives where the blade goes into the handle when you stab something with it (they didn't even edit out the sound of the spring), and some fake blood, probably purchased from the same toy store. Total film budget looks to be about $20, and that's being generous.
