She should certainly not be reimbursed for legal expenses. Every Government department has an appeals system which people unhappy with their decisions are expected to use. As she had not exhausted the appeals system then there was no reason to get outside lawyers involved.
If everyone who suffered from Government error immediately got some ambulance chasing law firm involved the country would be bankrupt in a year.
