She should certainly not be reimbursed for legal expenses. Every Government department has an appeals system which people unhappy with their decisions are expected to use. As she had not exhausted the appeals system then there was no reason to get outside lawyers involved.

If everyone who suffered from Government error immediately got some ambulance chasing law firm involved the country would be bankrupt in a year.

If you don't ask you won't get. I had parking expenses reimbursed for a cancelled NHS appointment for which I was not notified.
I can't think it would be otherwise  for the letter fiasco, but we will never find out.

If there were were any costs (and I dont see how there could be) then yes - but the Lady in question was specifically asking for her Legal bills to be paid which I certainly wouldn't support.
