Talk about cherry picking and taking things out of context....
Firstly, the Scope report:
i) does not address government policy in the scope of it's research and findings, therefore, quoting the lack of comments on blaming the government is hardly surprising.
The report is about the personal and direct interactions between the disabled and other members of society, therefore since the disabled rarely if ever directly interact with the government, the report does not include the government in it's scope.
ii) does provide supporting evidence of the occurrence prejudice, physical abuse and a lack of belief in someones disability.
iii) local authority AND government staff are mentioned in that 23%, which means people like the DWP etc. The government themselves are not mentioned because the report is about people who the disabled directly interact with
iv) the legislative changes seeking to tackle discrimination towards disabled people were primarily from the EU.
Secondly and more importantly, you fail to address the UN report, the other article as well as the girth of articles and publications in the media(just google) that indicate the rise in hate crimes against disabled people is linked to the governments/ministers negative comments and policies with regards to disabled people - along with certain sections of the media.
"The Government’s welfare reforms and austerity policies have led to “grave and systematic violations” of disabled people’s rights, an inquiry by the United Nations found.
Disabled people were also routinely portrayed as being “dependent or making a living out of benefits, committing fraud as benefit claimants, being lazy or putting a burden on taxpayers”, the report found" - UN report on UK Disability.
"Hate crime against disabled people has risen by more than 40 per cent in a year, including assaults and verbal abuse. There were 941 prosecutions for disability hate crime in 2015-16, a rise of 41 per cent compared with the previous 12 months, according to the Crown Prosecution Service’s hate crime annual report" - Hate Crime annual report by the Crown Prosecution Service.
