But there are so many other factors to consider - Trollslayer mentioned some earlier but, off the top of my head, others are:
- Is/was he medically fit to actually have been able to do something?
- Did he have a duty of care or responsibility to the civilians in the car he was in?
- Would his presence have influenced/changed the initial actions of the first responder Officers? [You would be amazed how often the presence of a Senior Officer can cause chaos]
- What protective/support equipment did he have? What are Police rules about engaging without it?
- What was the layout of the ground and how did that influence his thinking?
- How much (recent) experience does he have as a first responder or as an incident commander?
- How much experience/specific knowledge did he have of the Police operation around Westminster? [If it was limited, he would (hopefully) be aware that his presence could hinder operational efficiency. He might also have assumed Armed Officers were nearby.]
- What are Police rules and regulations on the relevant issues/areas? Did he act within them?
- Would his rank slides have made him a high profile target? Could it have emboldened the attacker?
