So had Remain won by the same margin would a binary winner takes all system been able to sucessfully deal with it?

So Remain winning would have led to some compromise? - Norway plus for example?

But Remain winning by the same amount would have been acceptable?

Are manifestos legally binding?  I think not, they are a more of a wish list at best.

Also like any such large project where there are lots of unknowns, the project is "Agile"

Yes, because you're voting to keep things the same, there is zero risk, people know EXACTLY what that means.  A massive change like Brexit with undeclared or unknown outcomes should never be 50% 1 to pass.  It's insane.   Two thirds majority or something like this.

The two options have differing risk profiles so deserve different targets.

That's a Remainer's fault   Cameron put in a safety clause just in case Remain only had a small majority, and declared that the referendum would be carried by as little as one vote.  When it was carried by well over a million, he was stuffed.
