I agree that this is in no way a sequel to Rocky Horror, but it was hailed as a "follow up" to that movie AND there are so many references to Rocky Horror within Shock Treatment that a belief that this is somehow intended to be a sequel is understandable.

Rocky Horror was an inspired satire on B horror movies and was obviously not created to have a cult following. The movie was intended to stand on its own without help from its audience.  Shock Treatment is so obviously designed to have audience participation that it is almost pathetic.

All its songs have a sameness to them, the script is confusing and contains far too many obviously planted lines for audience responses, the plot (what little there is of one) is underdeveloped and painfully slow to unfold, the acting is weak, the sets are uninspired, the characters are flat, and the ending - despite the upbeat music - is dull.  The costumes are unique and exciting, but they fail to hold up the scenes in which they are used. The show has the feel of something quickly thrown together so as to capitalize on the success of Rocky Horror.

This may have been intended as a kind of satire on inane 50's/60's television shows, but its execution is poor and the whole film is best allowed to fade into oblivion.
