Imagine a school board telling it's investigators they could only look into child sex allegations on a highly restricted and limited time scale against a head teacher they are desperate to employ.

Can't see the parents of the schools pupils being happy to conclude that an 'investigation' has taken place and therefore the matter is settled.
There have been 6 FBI background checks into Kavanaugh over the years and not ones has found any evidence of him being a multiple rapist. So perhaps he isn't.
