I haven’t seen any requirement for actual cameras so that might not be a requirement. My SatNav works on GPS only.
There is also nothing saying it needs to be a full widescreens double DIN display as could be built-in like the more basic SatNavs.
Might mean SatNavs will be standard on all cars and manufactured in bulk bringing down costs. Let’s face it, factory fitted SatNavs have been a complete rip off for years.

Ok, so if we put aside the direct EU objection for a moment and look at the proposal directly, it's related to copyright violations, as is the "banning memes" outrage.Memes in general aren't an issue, it's the copyrighted images often used for them, but it's a more passionate approach to go with the all seeing eye of the EU preventing freedom of speech.
The idea of the content filter, like the speed restriction idea, is that many people can't be relied on to follow the rules, so that minority are leading to everyone else being restricted too.YouTube already takes down videos that contain copyrighted music so the idea is to prevent it at source rather than rely on their processes/algorithms to find it later.
As a photographer, I've been directly involved in a number of disputes where I've found my images being used by companies without my permission or them paying my fee.This is surely the same for everyone else?

That is partly because the media don’t exactly tell the truth, but sensationalise story’s for readership.

Are the EU fitting speed limiters on cars? No
The proposal is to implement something that has been standard on most SatNavs for maybe 10 years?
I didn’t see the Telegraph article stating Tom Tom are imposing speed limiters with their SatNavs in the news!!
I guess if the Telegraph article stated the truth, the EU is proposing that SatNavs are fitted to all cars as standard and it will contain safety features that have been standard for years, the article would have been a non article.

As people say, I don't read this as a limiter rather an informer - although the breatherliser thing is a limiter but that is a good thing.
My concerns would be these
Increasing the cost of cars - especially the low end - for many premium cars this would be little more than a firmware change but for the entry level cars this would mean lots of extra hardware, increasing the price.
The risk that the implementation becoming a 'black box' that will be used by insurance companies.
