Let's be honest here.. The "People's vote" is a ploy by remainers, in the hope that the result will different this time.
The idea that the People should study the pros and cons of, say, Canada   Norwayetc is never going to happen. This should have been the job of the MPs once they were given the green light to leave the EU in 2016.

The fact that they failed so far, does not mean the "People" can somehow take over. As we have seen, a proper exit or deal is complicated. It's not a tick in a box. However, it still remains the responsibility of Parliament to leave the EU.

People will only need to study the deal that Parliament agrees and puts to a public vote.

Bu you have already stated that Parliament will not agree to a no deal exit ("simply not tolerable and will never be allowed to happen."), so what is the point of another referendum if Parliament stillwont do what the people ask?

That isn't what he is suggesting IMHO.   Parliament will hopefully come up with a deal it is comfortable with.(Not holding my breath, but we can but hope).The People are then asked: "This is the deal, you you want it or not?"If yes we Brexit, if no, it all starts again.
