Darksky and carrot weather notifications

I have these two weather apps on my iphone 6plus with my Iwatch  showing the complications. Both devices are running latest ios but I don't seem to get up to date notifications as regular or if at all.

if the watch complications show rain , I touch them on the watch face they then update or after a reset

I have notifications enabled on both devices and background app refresh and location are also enabled??

tried uninstalling and resetting both devices.
