There is no battery cycle count measurement on an iPad. You can always ask the seller if they get normal battery life although this varies from user to user depending on what they're doing with it...the battery will drain quicker if they're watching videos or playing music all day.
What do you mean by “Tec”?
All iPads other than the Mini and Pro's are 9.7”
Then there's how old and how much you're prepared to pay, original iPad, iPad2, 3, 4, Air 1 or Air 2 each progressively more expensive.
Wi-Fi only or Wi-Fi   Cellular?
Personally I'd go for nothing less than an Air 2.

BTW you've posted this in the Tablets forum instead of the iPad sub-forum which is where it should be.

Thanks, mate very useful. I am wishing to get a 64 Gb iPad Air2 for around 200 £, just wifi would be sufficient.  Another option is with 4G, 16 GB any good iPad in 150 £ range, only use for WhatsApp video calling for elderly parent, no other usage. Sorry that “Tec” was a typo autocorrection for etc.

Some of my friends scared me saying if we buy an used ipad it could sometime stop working if the it's get deactivated via iCloud. He used term like Brick. In such worse case scenario how to deal with it, if bought through this forum.  Just for peace of mind I asked this... thx

Make sure it's been signed out of iTunes and iCloud. Both of these are really important and it's been factory reset

Ask if the screen has been replaced ever ?

Ask if it's all original

Ask for the box and receipt if they still have them

Ask for any dents or scratches ?

No need to be scared. “Deactivated” is just a term used by Apple meaning the owner/person selling it dis-associates that device from their Apple iCloud account. It cannot “brick” the device.
More importantly anyone selling an iPad or iPhone needs to turn off “Find my iPad” or “Find my iPhone” before selling it as the device can be remotely wiped (or bricked) by them.

How about buying an ipad still on O2 contract for another 20 months.
Would that affect by any way?

Thanks mate, Does factory reset automatically deactivate the account ..icloud, itunes, find my ipad , etc or should that be done separately and do factory reset.

Yes, as long as the former owner clicks “Erase all content and settings” under the reset setting.
