For older hardware, I would try Linux. I use Ubuntu which is easy to install and use, but there are many flavours out there so have a play - they are all free.
15 year old computers don't have much recent software support as you can imagine so questions like which OS and which upgrades will depend on what your plans are.
Something to run classic games or software that's not supported on modern OSes?
