confused about monitoring programs.

I built my new PC this week and consequently downloaded some monitoring programs to check things are as they should be.
I am a bit confused, as they seem to be giving me conflicting information.  For example, in the picture below, both HWID and Task manager say my cpu is running at 4.2 mhz, while Ryzen master says it is at 700 hz.  Likewise the temperature of the cpu is displayed differently, 10c higher in HWID (not shown).

Which should I believe?
