They wouldn't since MS bought Rare and Danjaq (sp?) Own rights to GoldenEye etc.

Yes. All complex splitting of rights and ownership etc. Rare game, Nintendo character most likely the issue I'd have thought.

Rare are owned by Microsoft now, but even at that the licence for James Bond has long since expired so we won't be seeing GoldenEye on any N64 mini, if ever again.
