You just need one per console.
Any other users on the console can share the gold membership.
Depending on their ages I would set up a main xbox live account for yourself and set up the kids under yourself as family members each with their own gamer tag.
You then have the live membership attached to your gamer tag along with any digital ges etc.
Set the console as your home console.
Add your kids gamer tags to the console too and they can then share /use the games and live membership.
If the kids are older and you want one of them to be the main account holder and have games etc under their tag you can do so. The other kids can then still use the games .
Just ignore the family account bit.
Just ensure you also set the console as the home console for the main user.
