PSN ID Name changing

How about claiming a PSN ID that is claimed by somebody but dormant as in not used in years by them. Will Sony make these IDs available?

in sony terms and conditions it states "We may close your Account if it has not been used for at least 24 months" so unused names may become available

Just checked they haven’t. Can’t even add this unused name as a friend so it is definitely not being used. Rubbish really especially if you are paying for the privilege.
