Low energy bulbs question?

I have a new light fitting for outdoors.   Normal bulbs 100 watt max vertical,  60 watt if mounted horizontal.  However,  only 13 watt max for energy efficient bulbs?  Just wondering why...  Less load,  less heat...  Any explanation for the restriction?  Surely around 18/20 watt low energy bulbs wouldn't be an issue?

I can only imagine that they advising that an 18/20W low energy will give the same light output as an old filament 100W lamp, as I quite agree that heat and switching currents will not be an issue.

Lamp / envelope size almost certainly...  bigger wattage CFL won't fit!

LED would likely be better than CFL for light output levels, energy consumption and working life?
