Unfortunately I think you are right - there may also be some cultural issues...A new teach from the Netherlands started this year at my daughters school...And as a fellow Dutchy she asked her why English children don't seem to want to learn in school? She was shocked by general behaviour in school in the UK....
On a serious note - I would have loved it. I find it fascinating spending time with older people. Listen to their stories, learn 'new' (old) trick, and share humour and laughter...I've always been like that...My wife is as well, and so is my youngest...My eldest is just a typical teenager and grunts at everyone....But when it comes down to it really enjoys her days out as well.
I think there is a lot to be gained for all involved.

The idea isn't a bad one, but I doubt it will ever work here. We'd have to bridge the fear between young and old, never mind the rules and regulations.
