So why is Russia not on this list with global cyber terrorism and assassinations in other sovereign states ?  As well as its close relationship with Syria that the WH has deemed on that list ? The little fish are easy  Big fish bit to scary a prospect .

As for the US well they have a very rich record in sponsoring terrorist and death squad groups. They have the blood of hundreds of thousands of people in latin america alone funding anti communist groups which then committed massacred civilians.

Who knows who they have given arms and funding to to further there own agenda?
