I think they were both correct.  AOC was making the point that the US signed up to a UN treaty that does not permit punishment of asylum seekers who enter illegally.

Homan was making the point that the US Supreme Court disagreed.  Now I'm not an expert but my take is that Homan is correct that the US is acting lawfully based on US law, AOC is correct that the US is violating it's UN treaty responsibilities so in breach of international law.

I've looked up the UN law so know AOC is correct but I'm unsure which Supreme Court decision Honan in referring to.

It's whataboutery to ask what she actually said when the clip was selectively cut, or it's more whataboutery to mention the fact that Trump doesn't like here, as evidenced by his recent run of tweets?

Considering Trump and his base live off the "Fake News" mantra of anything they disagree with, it's hilarious that you then share a deliberately cut video to point the finger at someone else.
