No, he’s mocked them because they are stereotypical Brexit supporters (right or wrong) who live in Spain but travelled back to the U.K. to support a single-issue party campaigning to leave the EU, whilst simultaneously considering voting for UKIP.  

It’s a joke, no need to read too much into it and it has nothing to do with their race.
